Management Systems International is recruiting a Senior Program Management Advisor for an USAID programme in Paraguay.

Project Summary:
The five-year USAID Paraguay Democracy and Governance Program (PDG) began in October 2013 to help strengthen internal management and governance systems in select public institutions. The project focuses on developing the capacity of and installing accountability mechanisms in the core public institutions of Paraguay that are necessary for responsive democracy. MSI is the international subcontractor to the local prime contractor, CEAMSO.

Position Summary:
The Senior Program Management Advisor is a fulltime resident position at the head project offices in Asuncion. This Advisor provides guidance, coaching and training to the PDG management and staff in the application of USAID policies and procedures to build their capacity and to ensure compliance with USG requirements.

Responsibilities:

  • Provide coaching in USAID project management procedures and systems to the PDG Director of Administration and Finance.
  • Provide coaching and training in contracts management for cooperative agreements with USAID to the PDG Director of Contracts and Contracts Department, as well as the Director of Administration and Finance.
  • Support the development of trackers and databases (e.g. budget trackers, procurement trackers, vendor databases, etc.).
  • Support the development of scopes of work and requests for proposals, and conduct the competitive selection of a professional audit firm for CEAMSO’s required annual audit.
  • Evaluate CEAMSO’s existing administrative manuals in order to streamline their processes and procedures.
  • Assist with the interpretation and application of USAID regulations.
  • Conduct regular training and roll-out of revised project manuals.
  • Assist with the development of administrative processes and templates.
  • Support the search for a CEAMSO Contracts Director.
  • Conduct Lessons Learned/Best Practices workshops with sub-grantees.
  • Conduct training of the administrative staff in a range of topics related to USAID contractual compliance.
  • Provide guidance to CEAMSO’s internal auditor on USAID regulations and their application, to build CEAMSO’s capacity to evaluate the PDG’s compliance with USG requirements.

 

Qualifications:

  • At least 5 years of experience in program management, project administration, contracts, and financial administration for USAID contracts and/or cooperative agreements.
  • Senior-level experience in project compliance with USG and USAID contracting requirements.
  • Experience training staff in project management, administration, contracts and financial systems/procedures.
  • Project experience in Latin America.
  • Fluency in Spanish and English required.
  • Master’s degree in business, public administration, development studies or other related fields preferred.
