Transparency International seeks a consultant to produce a paper on the benefits of corporate transparency and strong anti-corruption programs.

Background

Transparency International seeks a consultant to produce a paper on the benefits of corporate transparency and strong anti-corruption programs. For the purposes of this paper corporate transparency is defined by country-by-country reporting on profits and payments, reporting on anti-corruption programs and organisational transparency as per the Transparency in Reporting Against Corruption (TRAC) report. Strong anti-corruption programs are defined based on the TI Business Principles for Countering Bribery.

The purpose of the paper is to make the business case for corporate transparency and anti-corruption to a private sector audience. It should include qualitative and quantitative analysis of the benefits and cost savings gained through corporate transparency and anti-corruption programs. The benefits should be seen not only at the individual company level, but also at industry level, e.g. market efficiencies gained through a level playing field. There is a lot of research on the negative effects of corruption, but this paper should be focussed on the positive effects of transparency and corruption prevention.

The reader should be convinced that transparency and anti-corruption are not only requirements that need to be fulfilled for legal reasons or to meet society’s expectations, but also to achieve cost savings. Companies should therefore be incentivized to go beyond legal requirements and become proactive leaders on transparency and anti-corruption in their industry.

Assignment

To produce a short, concise and well-written policy paper (4 pages maximum) that identifies:

-          Qualitative and quantitative arguments for the benefits and cost savings gained through corporate transparency and strong anti-corruption programs

-          Benefits of corporate transparency and strong anti-corruption programs at the individual company level and at the industry level

The consultant will be asked to draft a policy paper that will be consulted and reviewed with experts, internal and external to the TI movement.

For the research a literature review as well as a few interviews with selected private sector representatives will need to be conducted.

Deliverables

The consultant will deliver:

1.            A short, well-written and convincing working paper to inform advocacy and communications work on corporate transparency and anti-corruption mainly with a corporate audience.

2.            Full bibliography of sources used with relevant links and citations

Roles and Responsibilities

The consultant shall coordinate with the TI Secretariat and report regularly on the progress made. Following the presenting of draft versions, the consultant shall duly solicit and consider input from internal and external experts on the topic.

Selection Criteria

•             Research experience, as evidenced by documentation of written reports of comparable nature, or similar work products.

•             Comprehensive experience, minimum of 2 years, in working in or with the private sector.

•             Background or understanding of corporate compliance programs and corporate reporting standards.

•             Sufficient understanding of Transparency International, anti-corruption, corporate reporting and the purposes of the report.

•             Fluency in written and spoken English.

•             Excellent verbal, written, and organizational skills

•             Availability to complete the assignment by 31st October 2015.
