Hertie School of Governance seeks to employ a post-doctoral researcher in the field of fiscal transparency and good governance for the Horizon 2020 project.

The selected candidate will contribute towards project research and publications. The post-doctoral researcher will be offered a one-year contract with the possibility of extension. This is a full time position (40 hours) and is expected to start in March 2015. The post-doctoral researcher will be based in Berlin at ERCAS, chaired by Professor Alina Mungiu-Pippidi and will work in close contact with Dr. Mihály Fazekas, DIGIWHIST Project Coordinator, University of Cambridge. 


Key duties and responsibilities % time spent/ frequency
1 Data collection 40
Assist in a large scale data collection exercise across Europe, in particular the creation of a repository of online public procurement data sources and data content; negotiating data access with public organisations (public procurement and others); and gathering company data.
2 Data analysis 35
Conduct analyses on the collected legal and behavioural data to gauge database scope and quality, develop new indicators of transparency, corruption, and administrative quality, and explore emergent research and policy relevant issues.
3 Manuscript Preparation 20
Co-author several policy papers and journal manuscripts.
4 Presentation of findings 5
Submit papers to academic and policy conferences and be expected to present research findings.

 

Your profile:

 

Education & qualifications
  • Completed PhD or close to submitted PhD in sociology, political science, economics or in a related field.
Specialist knowledge & skills
  • Knowledge of managing large administrative datasets
  • Knowledge of advanced statistical techniques such as panel data analysis, Monte-Carlo simulations, and cluster analysis
  • Strong quantitative analysis skills
  • Excellent proficiency using STATA and knowledge of R
  • Some knowledge of the literature on public procurement markets and risks
Interpersonal & communication skills
  • Excellent interpersonal and communication skills
  • Excellent English communication skills, speaking, writing (demonstrated by published writings)
  • Good knowledge of at least one other EU language
  • Comfortable working in multi-national work environments
Relevant experience
  • Experience with large administrative data sets
  • Experience with large firm level data sets
  • Experience with advanced statistical techniques
  • Experience with working in multinational research teams
Additional requirements
  • Experience with working on contract-level public procurement datasets is a great asset
  • Experience working with Python and/or R for text mining is a plus
  • Experience in developing novel indicators and testing their reliability is an advantage
