Management Systems International are looking for a Policy Planning and Coordination Expert for a workshop series in Georgia.

Project Summary: 
The USAID Good Governance in Georgia (G3) Program is generally tasked to improve transparency and accountability at all levels of government in Georgia, thereby reducing opportunities for corruption.  It is expected to strengthen citizens’ abilities to combat corruption and put into place stronger mechanisms that prevent opportunities for corruption to develop.

Position Summary:
For maximum total 33 days of effort (29 working days in–country; 4 travel days) the Policy Planning and Coordination Expert working in close coordination with the senior management of the Chancellery of the Government of Georgia.

Responsibilities:

  • Facilitate a series of workshops (3 per each trip for a total of 6 workshops) on policy and strategic planning, including the topics of Strategic Planning, Performance Measurement, Key Performance Measurement Concepts, Monitoring and Evaluation and Frameworks for Policy Planning.
  • Develop Power Point presentations and supplemental materials used at the workshops.
  • Develop a Policy Planning Guide containing a table of contents that reflect the topics presented in the workshops, including Standardized Principles in Strategic planning, Performance Measurement, Key Performance Measurement Concepts, Monitoring and Evaluation linked to Policy Planning. The Guide is expected to cover advanced specialized topics on structured policy planning process through formulation of targets and benchmarks, linking government action plans with policies, analyzing forecasts and measuring performance. As well, the Policy Guide will contain best practice drawn from international experience (preferable transition countries in Eastern Europe);
  • Author a brief Mission Report for USAID that outlines the purpose, scope, contents and outputs of the consultancy along with a list of persons consulted (3 pages in length).

Qualifications:

  • 7-10 years of experience in policy planning, strategic planning and analysis, including practical experience in consultancy on policy planning/strategic planning.
  • Proven experience in conducting similar types of activities identified in this statement of work.
  • Experience with technical assistance projects in Central and Eastern European countries is essential.
  • Graduate degree in public administration.
