The EU Border Assistance Mission (EUBAM) of the International Organization for Migration is looking for a Good Governance/Anti-Corruption Specialist to work with its mission in Ukraine.

The Good Governance / Anti-corruption Specialist works in the Border Management Modernisation Support (BMMS) Section under the overall supervision of the Team Leader/ Border Management Development Advisor. S/he is responsible for providing up-to-date strategic advice and practical support to the Moldovan and Ukraine partner services on developing good governance processes for making and implementing decisions in the development of sustainable Human Resource Management (HRM) systems. In a secondary role s/he will also support the elaboration and implementation of anti-corruption policies and measures. S/he works closely with the identified partner services and with the EUBAM experts to ensure that in the fields of good governance and anti-corruption, standards of the highest quality are achieved.

Detailed description of activities:

  • Provide strategic advice to partner services in the process, development and implementation of sustainable good governance, anti-corruption and ethical policies, strategies and legislation within the mandate of EUBAM.
  • Work closely with counterparts from the partner services in order to elaborate and maintain within each organisation an empowered, professional, disciplined culture that stimulates, promotes and actively supports the characteristics of good governance and includes integrity and ethical behaviour.
  • Provide advice to the partner services on EU best practices as relates to the development of strategic HRM reform initiatives incorporating anti-corruption proposals, specifically targeted at the central organisational level, through written inputs such as: comments, opinions and proposals on drafts, analytical papers on specific topics and regular consultations.
  • Support the establishment of EU good governance, HRM and anti-corruption best practice initiatives and measures throughout the partner services by: providing practical support, monitoring the implementation of recommendations and proposals, frequent consultations with partner service decision-makers, assessments and reviews.
  • Conduct training, seminars and workshops to the partner services at various levels, on good governance, HRM and anti-corruption related issues.
  • Keep up-to-date with the developments of EU best practices and other relevant issues in the field of good governance, HRM and anti-corruption in order to provide informed and accurate advice to the Moldovan and Ukrainian State Customs Services, continuously update the instruments and tools for information-sharing.
  • Contribute in maintaining regular contacts with EU institutions, EU member states and other relevant international organisations for exchange of information on strategic issues and developments as relates to good governance, HRM and anti-corruption. 
  • Perform other tasks as assigned.

Main outputs/deliverables:

  1. Advice through written inputs (drafts, comments, opinions, analytical papers) to Moldovan and Ukrainian partner services related to implementation of good governance, HRM and anti-corruption strategies, activities and measures in accordance with best EU practices (as per EUBAM action plan).
  2. Training courses, seminars and workshops to partner services, on various aspects of good governance, HRM and anti-corruption (as per EUBAM action plan).
  3. Consultations on a variety of topics related to the implementation of good governance, HRM and anti-corruption strategies, legislation and activities with the Moldovan and Ukrainian partner services (as per EUBAM action plan).

Monitoring and reporting requirements:

The Good Governance/Anti-corruption Specialist reports to the Team Leader/Border Management Development Advisor who is responsible for appraisal of performance and quality of work deliverables. The reporting takes place through written and oral briefs.
