Management Systems International is looking for a Chief of Party for an project in Zambia.

Project Summary:
The upcoming multi-year “Improving Governance in Zambia – Supply Side” project will seek to improve service delivery and accountability in government by strengthening procurement, audit and internal control functions in targeted ministries (Health, Community Development, Mother and Child Health, and Education).

Position Summary:
The Chief of Party (CoP) will oversee the overall technical, staffing and financial management aspects of the project. The CoP position will require experience in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. He/she will be the direct contact to the USAID Zambia Mission and will work closely and collaboratively with local counterparts, in addition to working with MSI leadership in Washington, D.C.

Responsibilities:

  • Responsible for managing and supervising all technical project activities, staff, and partners, and have overall responsibility for the successful performance of the project.
  • Coordinate all data collection, monitoring, report generation, evaluation and related tasks.
  • Serve as primary liaison with USAID Zambia Mission.
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
  • Supervise assessments to assist in program design, development and implementation. 
  • Support the production and dissemination of public information about USAID activities such as success stories, presentations, and videos, press releases, etc. to build awareness, appreciation and support for USAID’s programs.
  • Oversee logistical and material support for in-country monitoring, planning, and other program travel.

Qualifications:

  • Master’s in Business Administration, Public Administration, Procurement, Law or related field.
  • At least ten years of experience in International Development, including experience and technical knowledge in designing, managing and evaluating multi-million dollar development projects, preferably with experience in Zambia or sub-Saharan Africa.
  • At least five years of experience should be as a CoP or senior field management experience such as Project Director, Team Leader, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials.
  • Significant technical understanding of best practices in public financial management, institutional reform, accountability and transparency, and strong knowledge of the stakeholders.
  • Experience working directly with government and ministry officials, preferably in Zambia.
  • Good management and administrative skills.
