Democracy Fellowship - Governance Division

The Governance Division wishes to bring on board a Democracy Fellow to coordinate its Research Agenda, the governance component of the new Evaluating Democracy and Governance Effectively (EDGE) initiative, and to be the Division’s main liaison with the Strategies Division, which leads the Office-wide effort to improve evaluation and measure impact. As such, the Fellow will play an important role in shaping the EDGE research and evaluation agenda. The position allows for extensive exposure to USAID DG promotion strategies and opportunities to shape unique data collection efforts that could lead to future publications. Core and Institutional Support to Policy Research Centers

The Think Tank Fund of the Open Society Foundations requests proposals from independent, nonpartisan multi-issue public policy centers working in Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Macedonia, Moldova, Montenegro, Serbia and Kosovo, and Ukraine to promote inclusive policy change. "Inclusive policy change" refers to a policymaking process that is open, transparent, and responsive to the public interest. The Think Tank Fund aims to support policy centers that strengthen democratic processes in their countries by identifying and analyzing policy options, consulting with the government to advance their recommendations, involving stakeholders outside government circles in policy debates, and making their findings widely available to the public. Thus, while potential grantees should engage with public authorities, the Think Tank Fund also seeks to fund organizations that galvanize public interest and debate about the issues on which they are working. The fund currently directs its support primarily to organizations that work on economic, political and social reform issues in their countries.

Country Assessor / Peer Reviewer

The Transparency International Defence and Security Programme plans to establish a global index to measure levels of integrity and corruption in national defence and security establishments. The integrity scores provided by this metric will be informed by answers to a detailed questionnaire (of 77 questions) completed by Country Assessors who can draw upon a wide range of sources to score each question, including: interviews with government officials, interviews with academic experts, publicly available documents, and media sources. The output will be peer reviewed by two fellow experts, and then considered by an Assessment Review panel within TI. We are looking for suitably qualified and motivated experts to work with us as Country Assessors and Peer Reviewers for the 49 countries we now plan to assess. A qualified Country Assessor will fit the following profile: A proven researcher with experience conducting original fieldwork projects. We would prefer our country assessors to have experience studying or operating within the field of defence and security, or anti-corruption, or both. We would consider applicants with a more general background, in the rule of law or governance of the chosen country if they have sufficient research experience. Country assessors may or may not be working in the country of analysis, though they must be independent of the government and have a strong command of both English and the language of the country they are to assess. Within the framework of its strategy for building comparative knowledge on Africa produced from within the African continent, the Council for the Development of Social Science Research in Africa (CODESRIA) invites proposals from researchers based in African universities and centres of research for the constitution of Comparative Research Networks (CRNs) to undertake studies on or around any of the themes identified as priority research themes within the framework of the Council’s strategic plan for the period 2012 – 2016. The primary purpose of CRNs is to encourage the development and consolidation of a comparative analytic perspective in the work of African social researchers. Campaign Coordinator: Global Movement for Budget Transparency and Accountability

The government's budget affects the life of every citizen, especially those that are poor or marginalised. Yet, in many countries citizens have limited access to information about how the government plans to raise and spend public resources, let alone how effectively they have been used. For this reason, civil society organisations from over 50 countries recently came together to launch and international advocacy initiative and sign a Declaration of Principles to secure greater access to information and accountability for public funds. The Steering Committee of this nascent global movement, currently based at the International Budget Partnership, is looking to recruit a Campaign Coordinator to shape and lead a global campaign to secure greater public access to budget information and accountability for public funds.

Corruption at the Grassroots-level - Between Temptation, Norms, and Culture

The macroeconomic correlates of corruption are well understood and well researched. Empirical evidence on the micro level, however, is still far from being exhaustive. In particular, it is not clear to what extent empirical results of interesting case studies - both experimental and microeconometric - are specific to the cultural or normative context in which they have been derived. In how far are social norms in conflict with corrupt temptations and how does this context-specific conflict guide human behaviour? This special issue is devoted to furthering our understanding of the extent of context-specificity of empirical results on corruption.
